LTC James A. Blanco serves as the
Assistant to the Director, for the U.S.
Army Office of Small and His military education includes the Quartermaster Officer Basic and Advanced Courses and the Army Command and General Staff College. He is also Level III Certified in Contracting. His awards and decorations include the Meritorious Service Medal (with three Oak Leaf Clusters),Army Commendation Medal (with two Oak Leaf Clusters), and Army Achievement Medal (with three Oak Leaf Clusters). LTC Blanco was selected as the 2000 Secretary of the Army Outstanding Military Contracting Officer. |
